System, because: - the roads are designed without crossings to ease the movement of automobiles, but rickshaw puller has to pull it and wants to minimise his effort, so takes short cuts - widespread, ever increasing inequality - no faith in authorities that they’ll resolve it, so heavy reliance on instant justice (or mostly, let it be, who’s going to stop and waste time)
