Both at fault. Person should not have opened door in such traffic. Also, the rider should not try to squeeze through in such narrow gaps and ride so close to stationary vehicles.

1. Police checkpoint should not be at narrow roads. 2. Why both sides vehicles being park in the roads? Road is getting more narrow/block. 3. Car passenger should come out from right side, not left. 4. Car passanger if coming from left he should have first looked back and then open the gate. This is very common scenario in India, because lack knowledge about traffic rules. Their should be proper awareness camps to be organised, which never happens. One can obtain driving license, very easily in India, even without qualifying any exam.

It is the police's fault that they parked the car on the wrong side. They might have done this in greed for shade. But the car passenger is not at fault because his subconscious mind told him to get out of the car from the left side.
